European citizenship :
How to ensure that civil society appropriates itself the European democratic space?

One of the objectives of the new Committee on Democracy, Social Cohesion and Global Challenges is to encourage the rooting and optimal functioning of democratic institutions and increase the degree of support from all sections of society to democratic life in Europe.
In this sense, we offer to develop concrete propositions so as to empower men and women who belong to the wider historical, geographical and cultural European continent in order to allow them to appropriate for themselves their democratic space and tools.
The European construction, at the sole level of the 27 countries of the European Union, level has indeed raised the issue of the relationship of citizens to their Institutions. To date, the EU has responded weakly to this expectation.
The Council of Europe Member States are ruled by institutions that reflect and embody different perceptions of democracy based on the uniqueness of their backgrounds and socio-cultural history.
The spaces allotted to civil society are existing or emerging, and may not have the same dynamics from one state to another. It is imperative to reflect and draft proposals on the European democratic space which, to date, is weakly embodied and lived by the people.
In this spirit of democracy, we must provide a number of proposals to answer the key question:
"How to build a real momentum in the European geographical area comprised by the 47 Member countries of the Council of Europe? »
Our Panel will therefore aim to work on a platform of proposals on the role and place of civil society in Europe. The development and dissemination of a questionnaire is the first step.
Expected Outcomes
Writing and publication of a platform of proposals to enhance democracy in Europe
Agenda
First stage (Automn 2012/Spring 2013): research of background data and papers, analyses and practices in the member states of the Council of Europe
Second stage (été-automne 2013) rédaction et diffusion d'un document de consultation
Third stage Winter and spring 2014 : synthesis with the completion of a report to the Council of Europe, submitted to the Commission and the Conference of INGOs
The final stage will include an evaluation survey of the propositions to be submitted
