Relations with EU
Specifically between EU and Council of Europe organized civil society

The reform currently undertaken within the Council of Europe envisions a greater complementarity with the European Union.
This complementarity is already being carried out and shall further develop between the main Institutions and Authorities of those two organisations, the Council of Europe and the European Union: between the Parliamentary Assembly of the Council of Europe and the European Parliament, between the Congress of Local and Regional Authorities and the EU Committee of Regions, between the Directorates of the Secretariat General of the Council of Europe and those of the European Commission.
It would, therefore, seem normal and desirable that such exchanges, as well as a sincere dialogue, should be established between the Bodies of the Civil society organised within the European Union (European Economic and Social Committee, NGO Platforms and other Committees and Councils) and those of the Civil society organised within the Council of Europe (Conference of INGOs and its Committees).
The Commission “Democracy, Social Cohesion and Global Challenges” seems the most appropriate vehicle to initiate and promote these exchanges and this dialogue.
The proposed Taskforce would be tasked with:
The Taskforce members should be, prioritarily, the INGOs working with the two European Organisations (the Council of Europe and the European Union).
Expected results
To formulate and publish proposals for concerted actions between the different actors of the European Civil society. This would also offer the advantage of bringing to the fore the actions of the Conference of INGOs of the Council of Europe, notably for the benefit of the European Union.
Agenda
For the duration of the mandate of the current Commission Democracy, Social Cohesion and Global Challenges (2011 to 2014).

- monitoring the actions undertaken conjointly by the Council of Europe and the European Union and by their different Bodies, Authorities and Institutions;
- taking an inventory of the different loci of cooperation between the Civil society and the Council of Europe as well as the European Union;
- engaging in contact with the Authorities of the European Union within which the Civil society provides its competences, expertise and experience;
- and realizing with them complementary actions that would furnish the "Organised European civil society” with real added value.
