Migrations and democracy: situation, problems and provided examples of answers

The question of immigration is one of the core problems approached by the Commission “Democracy, Social Cohesion and Global Challenges”.
The reactions to the “Arab spring” of 2010-2011 reveal its complexity: a surge of sympathy to the peoples
but increasing fears, fear of the difference, fear of an increase in a not controlled migratory flux.
The new born migratory flows born out of the collapse of dictatorships which ensured a certain regulation is added to the migrants coming from the East of Europe: : unsolved structural imbalances accentuate the effects of the economic crisis.
Fears, maintained by extremist movements, nourishing caricatural representations which encourage xenophobia and exclusion and justify sometimes attacks on the rule of law and on the democratic protection of the people.
In addition, by this spring of the people, a shift began in Europe’s center of gravity which puts the Mediterranean in his former role as a crossroads, a melting pot of cultures.
To answer questions such as:
- Can safety and sustainable development be built without solidarity, within each country, in Europe, in the world?
- How to implement policies of sustainable co-development?
- How can the presence of children from immigrant families in the classroom foster true intercultural education and democratic citizenship in Europe?
- Should we regulate migration flows? How to achieve full respect of values of the Council of Europe?
- How to start a globalization of democracy and the rule of law? ... this requires crossing approaches that combine the expertise of many INGOs.
The objective of this working group is to seek concrete ways of reflection and provide examples of specific
responses of the process of INGOs:
- to alert public opinion and public authorities;
- to provide examples of answers, practices, generalizable and /or transferable;
- to assist in the implementation of sustainable policies;
- to participate in the evaluation of the results of these practices.
Identification of situations observed by the INGOs in the different countries.
Establishment of a reference frame of transposable practices suggested by the INGOs
Drawing up of a declaration of the Conference of the INGOs.
