Project to create a network of " European intercultural Alliances "to promote greater social cohesion within the member states of the Council of Europe"
Resolution adopted by the Committee on Democracy
Considering the growing threat of rejection of cultural, religious or ethnic in multicultural societies necessarily because of population movement to the member states of the Council of Europe and within
Considering the urgency of establishing an open and peaceful dialogue for mutual understanding of peoples
Considering that a European citizenship based on adherence to common values of tolerance and respect is a powerful vector of solidarity
Considering that social cohesion
Referring to
the fundamental texts and tools from the council of Europe such as :
various methodological guides on social cohesion
the 2058 recommendation of the Parliamentary Assembly "socially excluding a danger to European democracies" CM / AS (2015) Final Rec2058 "
The Committee on Democracy Committee, Social Cohesion and Global Challenges,
Calls the different bodies of the Council of Europe, in particular the Member States and local authorities, to make intercultural exchange a major political orientation
Proposes the setting up of integrated cultural activities which strengthen the understanding between communities
Therefore
calls on the authorities to promote the emergence of new intercultural spaces on the territory of member states of the Council of Europe for an opening to European citizenship and values of the Council of Europe
Invites NGOs from the INGO Conference
- to contribute to the establishment of a network of European intercultural alliances on the territory of the Member States of the Council of Europe,
- to examine the feasibility of such a tool in collaboration with partners from the Council of Europe quadrilogue ( from the ministerial sector, the Parliamentary Assembly , the Congress of Local and Regional Authorities and the Conference of INGOs)
Considering the urgency of establishing an open and peaceful dialogue for mutual understanding of peoples

Considering that social cohesion
- depends on the culture of people from different origin meeting or place in an open and non-confrontational
- requires early identification of seeds of discrimination and intolerance related to fear, especially in times of economic crisis, social and political,
- requires closer working between historical or circumstantial opponents, recognized or latent, not in a face to face violence, but in the mutual recognition of their common humanity
